In 2004, Cuba only received 69 percent of their average rainfall. According to the Communist Party newspaper, Granma, last year was the worst year for rainfall in this country since 1901. The Eastern part of the island seems to be in the worst condition. In light of this, the government has asked citizens to cut back on their use of water – conserving the little water they have for the dry spell that may be ahead due to less water being held in the reservoirs. Less than half of the reservoirs on the island, 114 out of 235, contain only one quarter of the water that usually fills them.
